History

On December 12th, 1991 was approved by the Parliament and signed by the president of the Moldavian Republic, the law n° 806 establishing the creation of the carabineers troops (formerly interior troops) of the Ministry of the Interior. This date is since celebrated as the day of the Moldavian Republic carabineers’ troops. Besides, the troops of Carbineers are a component of Armed forces. In March 1992, during the civil war that brings into conflict the transnistrian army (supported by Russia) to the Moldavian armed forces, the first-one subdivisions are committed in the region of the Dniester. For their courage and their heroism, 77 servicemen were decorated by the State, among which 14 posthumously. On December 1992, the military units see their flags decorated.

Organization

The Carabineers’ Troops fall under the Moldavian Republic Ministry of the Interior’s authority.

Central Organization

The main directions of the Carabineers’ troops Department settled in Chisinau are:

the Operational management direction;

the Human resources management direction;

the Logistic direction;

the Finances direction;

the Internal security and investigations direction;

the Legal section;

the International cooperation and the management of the projects Section;

the Psychological assistance Section;

the Relations with public and the media Section;

the Medical section.

Territorial organization

3 regions: the North, the Centre and the South.

5 military units, among which:

- the military units 1003 for the Northern Region,

- the military units 1001, 1002 and 1006 for the Centre region,

- the military unit 1045 in the South Region.

Specialized Training

Missions

To ensure, in contact with the police, the law and order, the protection of the rights, the liberties and the legitimate interests of the citizens.

In support to the police or in an independent way, to ensure the missions within the framework of the maintenance of law and order and of the fight against criminality.

To ensure the security and the defence of the objectives and the special transports.

To enforce the legal regime in case of state of emergency, of siege and of war.

To participate in the assistance missions within the framework of accidents or of exceptional situations of natural, technological or ecological character.

To be watchful and protect the diplomatic missions, the consular representation or other representations of foreign States premises.

The Republic of Moldavia Carabineers’ troops count upon 2 500 servicemen among whom 120 women. The staff is accommodated in the military unity cantonment/barracks to which it belongs.

The non-commissioned officers’ mode of recruitment is the following one:

to be a Republic of Moldavia citizen;

to meet the age agreement of 18 years;

to have performed the military service;

to have no criminal histories (nor condemned close relatives);

to be medically capable;

to have the required minimum level of study.

Cooperation

In August 2012, the Police European College (CEPOL) approved the cooperation agreement text with the academy "Stefan cel Mare".
