History

Before the independence, the French Gendarmerie is present in Guinea, colony integrated into the French West Africa (FWA). This one is transformed into section by the decree n° 49-1365 of August 23, 1949, then in company by the decree n° 51-1455 of December 18, 1951. During the September 1958 referendum, Guinea is the only French-speaking country rejecting the general de Gaulle’s proposal of integration within a French Community, what leads to a break of the political and economic relations with France. Whereas the independence is proclaimed on October 2, 1958, the Guinean National Gendarmerie is created by the decree n° 77/PC of November 13, 1958 on the French model with a National Gendarmerie Direction. In 1965, this one was set up as National Gendarmerie General staff. In 2009, the Guinean National Gendarmerie knows an important reform of its organization. The number of the Gendarmerie regions passes from 4 to 5 with the creation of the Conakry Gendarmerie region. The anti-riot police platoons of gendarmes’ number increases from 3 to 18 among which 10 implanted in the Conakry city and one established in each administrative region.

A gendarmerie of intervention units is created, including an intervention mobile platoon of gendarmes (IMPG) and a Very High Personalities Protection Unit (VHPPU). Also, 12 brigades of searches and investigation are setting up as well as specialized Gendarmeries (Gendarmerie Maritime, Gendarmerie of the environment, Air Transport Gendarmerie and Gendarmerie of the industrial units, mines and the geology).

The National Gendarmerie General staff is set up in National Gendarmerie High Command, Military Justice Direction (HCGN-DJM), by the decree D/2011/290/PRG/SGG of November 28, 2011. In February 2014, the Guinean Gendarmerie inaugurates its web site. The Guinean Gendarmerie slogan is: "The culture of the merit, the merit, only the merit".

Central Organization

The National Gendarmerie High Command is subdivided into four commands:

the territorial Gendarmerie Command;

the anti-riot police Command;

the road Gendarmerie Command;

the schools Command.

Territorial organization

Territorial Gendarmerie:

- 5 Gendarmerie regions (Conakry, Kindia, Labé, Kankan, N’ Zérékoré),

- 5 squads of gendarmes,

- 39 companies (one by prefecture),

- 307 brigades (one by sub-prefecture),

- 12 brigades of search and investigation.

Anti-riot police:

- 11 squads of mobile gendarmes,

- 22 squadrons (11 in Conakry and 11 in the interior of the country).

Two Intervention Mobile Gendarmes Platoons (IMGP) were set up by the French cooperation in 2011 and 2014. These units have authority to oppose dangerous or armed individuals and to proceed to the sensitive interpellations. The future GIGN embryo will be taken from these IMGP workforces during the course of the year 2015.

Missions

The Guinean National Gendarmerie being an integral part of the national armed forces, its organization is based on its structures adaptation to the various military, administrative and judicial levels. It is what makes it present throughout the national territory with the aim of reconciling three objectives: the efficiency of the general and permanent surveillance, the cohesion with the structures of defence and the adaptation to the administrative and judicial apportionment of the territory.

The Guinean National Gendarmerie is a human Force with military status. It has for mission to watch over the public security, the law and order preservation and restoring as well as the execution of laws and regulations with the aim of protecting institutions, people and their properties, and to ensure the territory operational defence.

The preventive and repressive role which it plays with the populations and which extends to the whole national territory as well as to the armies constitutes the essence of its service.

Staff

The Guinean National Gendarmerie consists of a military staff, including non-commissioned officers and officers. There is neither conscripts of the contingent, nor accommodation in barracks.

Training institutions

No officers’ school.

Sonfonia Gendarmerie National School.

Kaliah Gendarmerie National School (specialized in the maintenance of law and order training).

Main equipment

Armament: PM AK47 - Pistol TT.

Vehicles: 900 TDM Yamaha motorcycle, Yamaha 125cc, TRM 2000, TRM 10000, Mitsubishi Truck, TOYOTA Pick-up Land Cruiser, minibus.

Nautical means: One 4 places dugout/pirogue and One 6 places resin speedboat for the coastguard.

Cooperation

There are cooperation programs with the French Gendarmerie with regard to Criminal Investigation Department, anti-riot police and training (EOGN).
